I invented it back when I was serving as the secretary of the interior in the "Silent Cal" Coolidge administration. It's a funny story actually, I came up with the phrase after eating a particular tasty corned beef sandwich. Pres. Coolidge made a comment about the weather in September and the phrase "ducks in a row" was born. I guess you just had to be there. Such a depressing time, the '80's.
